Of course, you don't need to pay 100 USD and you are not facing an imprisonment up to 4 years. That is a blatant lie that Police Virus uses in order to scare you and force you into paying the non-existent fine. Not to mention that you there is no guarantee you will see your desktop again if you send the money to Police Virus.

Thus, the only way out of this situation is removing Police Virus for good. Do not allow this malicious application to take over.

In non-techie terms: Police Virus is a fake security notification that expects you to pay for an offense that hasn't been committed. You need to remove Police Virus from your computer following the instructions above as soon as possible, and safeguard the system against other possible attacks.
